جملة «وما كان» معطوفة على جواب القسم، الجار «له» متعلق بخبر كان، الجار «عليهم» متعلق بحال من «سلطان»، «وسلطان» اسم كان، «ومن» زائدة، «إلا» للحصر، «لنعلم» المصدر المؤول المجرور متعلق بالاستقرار الذي تعلق به خبر كان أي: وما كان سلطانٌ موجودًا له إلا لنعلم، والجار «ممن» متعلق بـ«نعلم» بمعنى نميز، والجار «منها» متعلق بحال من «شك»، والجار «على كل» متعلق بـ«حفيظ».
