(37:48:2) Should قَاصِرَاتُ not be اسم مرفوع instead of اسم مجرور?

You are absolutely right.

It should be N – nominative feminine plural active participle اسم مرفوع because it is the delayed subject مبتدأ مؤخر of the nominal sentence.
