«سلام» خبر مقدم، «هي» مبتدأ مؤخر، «حتى» حرف غاية وجر، «مطلع» اسم مجرور متعلق بـ«تَنَزَّلُ»، وجملة ( هي سلام ) معترضة بين الجار ومتعلَّقه.
