«سنة» مفعول مطلق لفعل مقدر أي: سَنَّ الله ذلك سنة. الجار «في الذين» متعلق بحال من «سنة»، وجملة «سنَّ الله سنة» مستأنفة، وجملة «ولن تجد» مستأنفة.
