The analysis above refers to the 32nd verse of chapter 7 (sūrat l-aʿrāf):

Sahih International: Say, "Who has forbidden the adornment of Allah which He has produced for His servants and the good [lawful] things of provision?" Say, "They are for those who believe during the worldly life [but] exclusively for them on the Day of Resurrection." Thus do We detail the verses for a people who know.

The فاعل of قُلْ is hidden in the verb. So I think هِيَ can be the فاعل which is shown in

dependency graph.

There is a mistake in the dependency graph. The fa3il is hidden, it is the second person masculine singular (anta). There should be another (*) between 'qul' and 'hiya'. Hiya is correctly marked the mubtada' to a hidden "khabar".
