What makes this (14:31:5) منصوب ?

It is mansoob, because the meaning of يقيموا here is actually ليقيموا , that is "tell My servants who have believed to establish prayer..." This is the " lām of purpose (لام التعليل)" which has been omitted but implied . The Prophet (pbuh) is here asked to command the believers to establish prayer...whether they will obey or not, that is not certain.

However, if يقيموا is considered to be in the jussive mood (مجزوم) then it would have the meaning of jawāb amr (جواب أمر) , the result of the imperative. The meaning would then be, upon the Prophet telling the believers to establish prayer, their obedience to the command is certain..they WILL establish prayer upon hearing the command. And Allah knows best.
