Verse (10:103), Word 9 - Quranic Grammar

Is this verb in 10:103:9 not supposed to be jussive? Otherwise why is it different from 21:88:7?

10:103:9 and 21:88:7 They are the same word spelled diffently. V – 1st person plural (form IV) imperfect verb, indicative mood.
