Should this be 2nd person instead of 3rd person?

You are right. Its a 2nd person masculine singular imperfect verb.

The word is originally "tatalahha" -- 2nd person masculine singular imperfect Form V verb, but one "ta" has been omitted. See also 8:6:3 where a similar process occurs with the word "tatasadda".
