Verse (74:21), Word 2 - Quranic Grammar

Why نَظَرَ in (47:20:21) is not فعل ماض instead of اسم منصوب

The reason is that the word نَظَرَ in (47:20:21) is actually the verbal noun in the accusative case (it is known as a cognate accusative or مفعول مطلق). The cognate accusative is used to add emphasis by using a verbal noun derived from the main verb or predicate that it depends on.
