I think (54:5:4) should be فعل مضارع مجزوم and should show form IV.

The tag is here is correct. It is a Form IV 3rd person feminine imperfect verb in indicative mood (مرفوع). The negative particle "maa" which precedes it is not a "jazm giver". The verb is أغنى يُغني , but the letter "ya" has been omitted in writing. (It would not be pronounced even if it was not omitted).
