I think (54:27:2) should be اسم منصوب instead of اسم مرفوع.

The tag is correct. It is اسم مرفوع (nominative), being the predicate (خبر) of inna.

It appears to belong to مذيد فيه but it not اسم الفعل because it should be مُرْسَلٌ like مُفْعَلٌ. What is arabic term for مُرْسَلُ?

Sorry. اسم المفعول not اسم الفعل.

It is اسم فاعل (active participle).
