The 28th word of verse (4:1) is an indefinite masculine noun and is in the accusative case (منصوب). The noun's triliteral root is rā qāf bā (ر ق ب).

Raqib-an is Khabar for Ka-na per Salih
Per Tantawi's (Al-Azhar) Khabar of Inna is Mahzuf, but Salih says the entire sentence Kana... is Khabar for Inna. But I do not find that in any books.
