Should تَدْعُوا not be فعل مضارع مجزوم instead of فعل مضارع منصوب in the following

as تَهِنُوا is فعل مضارع مجزوم ?

(47:35:2) فَلَا تَهِنُوا وَتَدْعُوا إِلَى السَّلْمِ وَأَنْتُمُ الْأَعْلَوْنَ
