Should this not be صفة مجرورة like مَوْضُونَةٍ in عَلَىٰ سُرُرٍ مَوْضُونَةٍ?

The tagging is correct.

The word "mutaqābilīna" is not a adjective describing "sururin" (thrones). It is a "Haal" a circumstance related to the people sitting on the thrones, that is "facing one another", hence it is accusative (manSoob).
