The third word of verse (37:44) is a form VI masculine plural active participle and is in the accusative case (منصوب). The active participle's triliteral root is qāf bā lām (ق ب ل).

Should this not be صفة مجرورة like مَوْضُونَةٍ in عَلَىٰ سُرُرٍ مَوْضُونَةٍ?

The tagging is correct.
The word "mutaqābilīna" is not a adjective describing "sururin" (thrones). It is a "Haal" a circumstance related to the people sitting on the thrones, that is "facing one another", hence it is accusative (manSoob).
