The verse has two calls:

1. Ya-Ayy-u-Ha Al-Nas: which is the beginning word, and there is no Qul (Say) so this is not conveyed through the Shakhs (Person) of Muhammad peace be upon him, this is a call from an unseen caller (Hatif) for all humanity.

2. The same call, implicitly without explicit repetition, particularized call addresses the Arab of the Prophet's time by mention of Al-Arham which was the habitual invocation of the Arab of that time (not modern Arabs). Supporting Hadith for the validity of this call is included in the Tafsir.

The non-Arab reciter and grammarian of 21st century must be cognizant of these Address Modalities (Khitab) which used to be a science of Qur'an but long forgotten.
