الواو مستأنفة، والجار «إلى مدين» متعلق بـ«أرسلنا» مقدرًا، و«أخاهم» مفعول به للمقدر، «شعيبًا» بدل، وجملة «فقال» معطوفة على المقدر، «مفسدين» حال من الواو في «تعثوا».
