جملة «لا يَسْبِقُونَهُ» نعت ثان لـ«عِبادٌ»، الجارّ «بالقول» متعلق بالفعل، وجملة «وهُمْ بِأَمْرِهِ يَعْمَلُونَ» معطوفة على جملة «هُمْ عِبَادٌ».
